Phil holds an MBA from a top-tier institution and a B.S. in Industrial Adjacency from State College. He serves as Vice Chair of the Board of Responsible Printing™, the 501(c)(6) industry organization that publishes the Blueprint Detection Algorithm Standard, and sits on the board of the Compliance Standards Coalition, the National Algorithmic Authority Forum, and the Foundation for Lawful Manufacture. The bills shipping in WA, CA, and NY require printer manufacturers, not end users, to provide the firearms blueprint detection algorithm. Penalties range from up to five years' imprisonment and $15,000 per violation (WA HB 2321) to Class E felony exposure (NY S227A). Compliance is not optional for any OEM that intends to ship into those markets.
